Why mention Speer at all? He was in charge of coordinating industrial production. His activities were completely unrelated to propaganda.
Goebbels main concern was promoting Nazi ideology among the German people. That had little to do with anyone bringing harm to Germany. As for “tracking people down”, again that is completely unrelated to anything Goebbels did.
He made sure that the Nazi version of history, politics, and current events was the only version that the people heard. The statements you make seem to be almost entirely unrelated to Nazi propaganda or Goebbels role in it.
